For tourism to occur, customer need to purchase, arrange or acquire the means by which they can travel from their home arena and (origin area) to a destination. One element of this process is tour operators. Tour operators product to consumers are key parts in the production, selling and distribution of tourism services. From the moment tour operators appeared on the market, the individual form of tourism has been complimented by package holiday tourism that has revolutionized travel and enable a large number of people to join international tourism flows. The tremendous development in international air-passenger traffic and the favorable package holidays offered to tourism consumers by tour operator have clearly caused a rapid development in international tourism.

In simple terms the tour operator will organize, package together different elements of the tourist experiences (transport companies, tourist services, and accommodation providers) and offer them for sale to the public either through the medium of a brochure, leaflet or advertisement, or using Information Communication Technologies (ICT) (Cavlek, 2000, p. 325). Tour operator organized and sells the packages for holiday with doing the cooperation with other companies. Tour operator in Indonesia can sell the package directly to the tourist or consumer. This is different with the definition of tour operator by Goeldner and Ritchie (2000, p. 202) that describe the tour operator or tour wholesaler put together a tour and all its components and sell the tour through his or her own company, through retail outlets, and/or through approved retail travel agencies.
