a. Knowing consumer’s behavior
Tour Operator must notice the consumer’s behavior with using segmentation, targeting and positioning methods. With using these methods, tour operator must know the consumer’s behavior which is related to income and interest.
b. Government Roles
Government license and Government tax, Government Regulation about Tourism service activities, allowed Tourism Products.
c. Bank and Financial institutions
Bank and Financial institutions are very important in developing Tourism sector. For making a new investment, bank statement which is related to owner or company financial rapport, to show that they’re being able to build a new tour operator or to expand their business.
d. Competitors
Competitors also play their roles in activity of tourism, such as: developing the quality of product, services, pricing, promotion systems and distribution that has been reserved. With noticed products and services, price, promotion and distribution from the competitors, we are able to know their strength and weaknesses.
e. Shareholders
Shareholders give many contributions in starting a new business such as investment as a capital in developing process and developing their business for the future. Beside in investment, shareholders also give the contributions in management system; they’re generally takes place in managerial positions, directorial positions, knowledge, skill, attitude and appearance.

To maintain a good relationship between Tour operator and Their agents, usually the tour operator do the sales call, that has purpose to make a good relationship and to introduce and sell the new tourism product directly. Besides that, sales call also has purpose to make a negotiation of tourism product or Tourism packages.
